On March 19, 2020, in response to the COVID-19 outbreak, Governor Tom Wolf ordered all non-life-sustaining businesses in Pennsylvania to close their physical locations. Governor Wolf also issued “Stay at Home” Orders for many counties throughout Pennsylvania since his March 19th Order. In these uncertain times, some employees of life-sustaining businesses that must travel to and from work and/or to other locations to perform his or her duties have raised concerns about being stopped by law enforcement during their travels. To address this concern, many businesses have prepared and provided to their employees a letter to carry in their travels that states that the employer of such individual is a life-sustaining business and that the employee is permitted under the Governor’s Order to travel to and from the employer’s physical operations and/or to other locations as necessary in connection with the employer’s performance of his or her duties for the life-sustaining business.
